The 2015 Strike of roughly 20,000 Dock Workers created a logistical nightmare for the Container Ships.
On March 15th, the image from the Marine Traffic web site displayed 35 ships holding in San Pedro Bay.

The Ex-USS Ranger CVA-61's Last Voyage stop in Long Beach caused the temporary holding position to be located 10 miles south of the Sea Wall. The carrier could not be dragged in among the container ships. But did end being close to the one. The tug Crosby Leader first made a trip to San Pedro to receive clearance from Customs to take Ranger out of the Country. The tug made a second trip to Dock "D" to take on fuel.
The ship next to Ranger all day.
