Commissioned in 1975 after completing Officer Candidate School, CAPT Etter was first assigned as Navigator on board USS KAWISHIWI (AO-146) followed by a tour on other ships as Combat Information Center Officer; as Weapons Officer; as First Lieutenant; as Fleet Scheduler; Staff; Executive Officer; and Commanding Officer.   Deployments have included Mediterranean, Western Pacific, Indian Ocean, and North Arabian Sea as well as having five forward deployed tours in Japan.

CAPT Etter has served ashore as Officer Programs Officer at Naval Recruiting District, San Francisco, Surface Ships Placement Officer at Bureau of Naval Personnel in Washington, DC, and as Executive Officer, Surface Warfare Officer's School, Newport, RI.

He is a 1996 graduate of the Naval War College, Newport, RI.

CAPT Etter's personal awards include the Meritorious Service Medal (three awards), the Navy Commendation Medal, and the Navy Achievement Medal (two awards).
